Worth knowing that this ZIP reaches past the city limits on its western edge, so a 60563 address is not automatically a City of Naperville address.
60564 – Southwest, Mostly Will
16 square miles
The largest of the four and the newest by a distance, with most of the housing built from the nineties onward. West of Washington and south of 75th, out along Book Road and the 95th and 103rd Street corridors. Big footprints, open sky, and the subdivisions most likely to run a design review.
60565 · The River Side
13 square miles
East of the 60564 line and south of 75th Street, following the West Branch down past Knoch Knolls to where the two branches of the DuPage River meet. Seventies through nineties housing, wooded corridors, damp ground in places and the tallest decks in town.

Two different problems here depending on where you are. In the older core the driveways are short and the streets are narrow with cars on both sides. In the newer subdivisions the drive is long and fine, but the cul-de-sac at the end of it decides whether the truck can turn without going onto a lawn.

Is there a City owned tree between the kerb and the walk?
It changes where we set down and how the crew gets material to the back. Parkway trees belong to the City rather than to you, and equipment working across the parkway is treated differently from equipment working on your side of the walk.

12, 16 or 20 feet?
We do not cut to size, so decide before we load. Twenty footers save you a seam on a long run and then have to physically get down the side of the house, which is the constraint on a tight 60540 lot.

The Moffett needs firm ground and room to swing. If it is coming off by hand, we need to know how many hands will be standing there when the truck arrives.

Naperville Permits And Code
Naperville publishes more deck detail than most towns its size, and it currently contradicts itself. The City’s deck guide runs on the 2018 IRC model code. Its adopted code set has moved to the 2024 IRC.
Both are City documents, so confirm these figures at application. Codes vary by state and by amendment, and some places want a 42 in. guard where the model says 36.

One correction before you draw. Local guides quote a flat ten foot side setback. The encroachment allowance covers front, corner side and rear yards only, so interior sides take the full district setback, and that differs by district.
Applying For It
Applications go through the City’s online portal. A permit is required for any elevated deck, and for replacing beams, joists, stairs or railings on one you already have. No square footage threshold is published for decks. The 500 sq ft rule belongs to patios.
A deck permit can carry lighting or receptacles, and a pergola or arbor designed into the deck. The electrical work itself needs a contractor registered with the City. Naperville registers electricians, plumbers, irrigation and roofing trades. Deck carpentry is not one of them.
Fees run to a clerical fee, a permit fee and a two inspection minimum. About $130, not the several hundred quoted elsewhere. The schedule is dated, so confirm at application. One inspection is the posthole, before concrete. Book on (630) 420-6100, 72 hours notice.
Whether an owner can pull their own deck permit is not published anywhere. Ask the counter.
Who Issues It
Two questions. Whether the lot is inside the corporate limits, which decides City or county. And which county, because the line is 87th Street, DuPage north, Will south. The Municipal Code is written that way.
Inside city limits the City permits either way. The county decides which stormwater ordinance applies, and that matters most on a mapped floodplain lot, where the small site exemption is not available at all.
Three Local Rules
- The city sells its own electricity. No service conductors under a deck or patio, posts 18 in. clear of them, no meter on or under one. Overhead service clears the surface by 10 ft, 3 ft horizontally. Relocation is on the owner, so find the meter and the run before you set piers.
- Your trees are your business. The parkway trees are not. The private tree permit only applies to parcels over one and a half acres, so most homeowners are out of it. Equipment working near a City tree can trigger a preservation plan.
- JULIE, and two working days. Call 811 before an auger touches ground. The weekend, a holiday and the day you rang do not count, so a Thursday call is a Monday dig. Marks last 28 days.

Run the guard height, footing depth, stair geometry and your setbacks past the City on (630) 420-6100 before you order. Ask which code edition your application gets reviewed against, and whether your address is inside city limits. A Naperville mailing address is not proof.
